This is a 96th scale model built by Brian Ripley, Ted Smith, and myself, and designed by Les Ekker. It included thousands of little parked cars, tiny practical lights, and motion controlled traffic with headlights.

Later, a flag, helicopter and seagull were composited into the shot.
